We have serious objections to various components of HB 3653. The following is summary of those objections:
QUALIFIED IMMUNITY (Page 12). One of the single, most important problems
with HB 3653 is the establishment of a task force to “reform” qualified immunity as it is applied to police officers. This provision is nothing more than the subtle beginning of an effort to completely remove or reduce the protection that qualified immunity provides to police officers.
